The application by Nathan Taylor, in Woodington Road in East Wellow, was initially granted in 2021.

It was brought back to Test Valley Borough Council’s southern area planning committee on April 23 due to changes to nitrate mitigation.

The planning officers’ report states: “Previously a proposed mitigation strategy including the installation of an on-site treatment plant and associated wetland was proposed to ensure the development achieves nutrient neutrality . However, an alternative project combining the installation of an on-site treatment plant with the purchase of TVBC credits from the Roke Manor Farm Strategic Mitigation Program was subsequently identified.

Councilor Gordon Bailey questioned the accuracy of a table included in the report which listed other Gypsy caravan sites. Planning manager Graham Melton said: “I did not intend to exclude any seats. This is remote terrain. There is no chance that it will dominate the existing sedentary community.
